ROW has retrogressed massively. Weren’t there new visas numbers available for this fiscal year, even without any possible spillover?

I have seen some comments on reddit and google sheets that USCIS has informed them that their AOS cannot be approved because the visa numbers are unavailable for a ROW country. Is it really true? The September visa bulletin is current for the ROW so I don't understand how is this possible?
