Is there a way to install Lost Treasures mod for FFXV without Flagrum?

Lost Treasures - Final Fantasy XV Mods - CurseForge Basically I'm not planning on using the other mods for this game at all, just wanted a mod that enables all the possible content that is in the vanilla, so I don't want to have to use a mod manager just for one mod.

So would appreciate for any advices on how to install it manually, or maybe some other similar older mod that did the same and didn't need flagrum?

Edit: Thank you to everyone who replied, honestly, did not anticipate this kind of attention. I'm not "closing" this post or anything, but probably won't be able to reply to these many answers, but I appreciate all of them.
I would like to disagree though, with a common notion I heard here in many replies that "it's the government, not the people". I do blame the people for their government. I don't think the government can exist without being enabled by the majority, not even (Or especially) in a dictatorship, and majority is what makes the country. After all, excuse the cliche, yet Hitler first came to power as people's leader, and Nazi Party was the people's party.
I'd like to link here a youtube video, which is a random home video from a Russian family celebrating the New Year Eve of 1999 https://youtu.be/ULr4_hqwK8Q?si=LxL2eOcfMa4j8Pnu . I find it fascinating, for two reasons. First, it's an absolutely accidental, mundane documentary of the last night of democracy in my country. Second, it shows the attitude. While toddler democracy is getting poisoned on live TV, nobody blinks an eye. People, the family members, either don't care, or even passively cheering for it. It's just another night in a Russian home. Home just like mine.

I'm a young guy from Russia that is considered an "undesirable element" in my own country, AMA

Hello, my name is Artyom (Yes, just like the MC of Metro series), I'm 22, I'm a small town guy (One of those nobody places where they still have outside toilets in 99% of the houses), two years ago I moved to the big city. I work in the retail, I like videogames and movies from the 2000s, like to spent my time just strolling through the streets and thinking about anything and everything, and according to my dad, my mom "made a mistake by giving birth to someone who likes men instead of women". In other words, I'm supposed to be just an ordinary Russian guy, cliche even, that shouldn't have any real worries in his life.

I'm ready to answer all your questions about my "ordinary Russian experience" or just myself in general, both very personal and intimate to any global and general stuff, including about the wars of my country with other countries if that's what you're interested (I'm doing this from my friends account). The reason for this AMA is because I feel like there aren't that many AMAs coming from my country that are very honest (For various reasons), so I'm hoping, as someone who is both a native Russian and a "secret outcast" because of the way he was born, I'm gonna be able to provide a bit more direct answers.
