





The text directly accused the institution of covering up the crash of a cigar-shaped crewed object on January 26, 1985, in the Papagayos area of Mendoza Province. The message included a transcript of testimony from an alleged corporal of the National Gendarmerie who claimed to have participated in the containment operations.
The message concluded by accusing the Argentine Air Force of actively collaborating with the United States Air Force (USAF) to spread disinformation and conceal the presence of extraterrestrials on Argentine territory.
On May 6, 2011, four months after these allegations were made, the Air Force established the Commission for the Study of Aerospace Phenomena (CEFAE), an official agency (now reorganized as the Center for Aerospace Identification) tasked with receiving, technically analyzing, and officially responding to citizen reports of unidentified flying object sightings in the country.
On October 19, 1964, a Piper Apache twin-engine light aircraft crashed and disappeared into the waters of Lake Colhué Huapi in Argentina. All four people on board—the pilot and three passengers—perished in the accident, and their bodies were recovered shortly afterward. Despite search efforts, the aircraft’s fuselage was never found. In April 2016, after significant natural evaporation dried up part of the lake, a local resident spotted an airplane wing protruding from the lake bed, leading to the discovery of the wreckage.
ARTICLE 1. PURPOSE. The Provincial Program for the Registration of Anomalous Phenomena (PRFA) is hereby established for the purpose of systematically receiving, recording, analyzing, and preserving reports of unidentified objects or phenomena in the airspace, on land, or in the waterways of the province of Entre Ríos.
ARTICLE 2. ENFORCEMENT AUTHORITY. The Executive Branch shall designate the authority responsible for the program. Said authority shall coordinate directly with researchers of recognized standing and specialized civil society organizations. The implementation of this program shall be carried out by optimizing existing resources, without entailing the creation of burdensome bureaucratic structures.
ARTICLE 3.- ADVISORY COUNCIL. An ad honorem Advisory Council is hereby established, composed of a maximum of seven (7) members:
Members shall be nominated by the enforcement authority and appointed by the Executive Branch. Their role shall be to review cases, ensure scientific rigor, and provide technical advice to the program.
ARTICLE 4.—REPORT REGISTRY. A digital and telephone system for receiving reports will be implemented to ensure strict confidentiality and protection of the identity of informants (pilots, air traffic controllers, law enforcement officers, sailors, and citizens) to prevent any stigma or professional harm.
ARTICLE 5. PUBLIC ACCESS. The processed and validated data shall be published on an official provincial website, promoting the right to information and scientific interest, while always complying with national security regulations.
ARTICLE 6. HEADQUARTERS. The City of Victoria is hereby established as the permanent headquarters of the Provincial PRFA Program and the annual technical update conferences.
ARTICLE 7. EFFECTIVE DATE. This law shall take effect upon its publication in the Official Gazette.
