APPEARANCE: 「GIRL HELL 1999」 has a feminine body, consisting of a black skeleton with white, segmented plating with blood splattered across it. Notable features include cat ears and a cartoony cat face drawn onto its faceplate. Its hands are abnormally large and feature large claws, and its feet are similarly oversized.

「GIRL HELL 1999」's ability is to manipulate and rearrange flesh. There are specific conditions to this, however:
- The flesh has to be separated from the target before manipulation (unless it's the user's own flesh)
- The ability cannot create new flesh from nothing
- It always requires touch, even when being used on the user
- It is incredibly painful
- Rearranged flesh does affect a person's Stand, however, 「GIRL HELL 1999」 itself is exempt from this

It is covered by a wide-brimmed black hat, a long black trench coat, black skirt, and a black vest with a white shirt underneath, all with rose-gold accents. It carries a dark red flintlock with rose-gold accents, which it uses as its primary weapon.

Ability: A Hunger For Retribution
As long as 「FIRE!!!」's user believes it is in a fight with another person, it cannot die. It will only die when it believes that it has won, or that they have gotten the last laugh. Some think that, even if every single atom of the user's body is torn to shreds, they will still find a way to persist so long as they think they have something to prove. This theory is currently unproven.
