Crepe Myrtle

I believe this to be a Crepe Myrtle in my backyard. This is the first time that I’ve seen it bloom like this. This house has been in our family for 30 years. The tree has to be just as old. Should this tree be moved, or centered a bit in the yard? It’s currently right in front of a fence. I’m in zone 7b

I was quoted $700 plus dollars to mulch & plant rose bushes. I think this is expensive. Flower bed isn’t overgrown with weeds. What should this job cost?
