Need help with the EU Animal Health Certificate (Non-EU → EU pet relocation)
Hi everyone,
I'm helping a friend relocate their cat from Bangladesh to Austria. They've already completed all the requirements from the Bangladesh side, including:
- Government NOC (Department of Livestock Services)
- ISO microchip
- Rabies vaccination
- Rabies antibody (serological/titer) test (required because Bangladesh is a high-risk rabies country)
- Veterinary health documents
- Flight booked with Turkish Airlines
The only thing left is the EU-approved Animal Health Certificate (Annex III & Annex V Part 2), and I'm confused by some of the instructions.
If you've successfully relocated a cat or dog from any non-EU country to an EU country and are familiar with the EU Animal Health Certificate, I'd really appreciate your help.
My questions are:
- The guidance says the certificate reference number must appear on every page, but the Annex III template itself doesn't have a reference number on every page. How is this handled?
- What are considered additional supporting documents? Do the rabies titer test, vaccination record, veterinary health certificate, and Bangladesh government NOC all count?
- The guidance says supporting documents should include page numbers and the certificate reference number, but these are official documents issued by different authorities and cannot be modified. How is this requirement usually met?
- Does every page of the EU Animal Health Certificate need to be signed and stamped by the official veterinarian, or only the designated pages?
- The regulation says the certificate must form one integrated and indivisible document. If supporting documents are attached, how is this requirement satisfied in practice?
- If I print only Annex III & Annex V Part 2, should the certificate pages be numbered as Page 1 of X, or should they keep the Commission document numbering (e.g., page 37 onwards)?
