Foxconn eyes major role in Philippines’ ambitious AI and semiconductor hub

Manila - Taiwan’s Foxconn, the world’s largest contract electronics manufacturer and a key Apple supplier, is poised to anchor a landmark US-backed tech cluster project in the Philippines, signaling deepening integration of the country into secure Western supply chains.

The move centres on the “Pax Silica” Initiative, a US-led multilateral effort to build resilient supply chains for semiconductors, critical minerals, AI infrastructure, and advanced electronics less dependent on concentrated production. 

Philippine Finance Secretary Frederick D. Go recently confirmed that Foxconn (Hon Hai Technology Group) is set to serve as the anchor investor for the first technology hub under this initiative, as reported by the Manila Bulletin.

Government officials hope to finalise a "framework agreement" for the project within 2026.

Foxconn is reportedly preparing technical teams for site inspections and due diligence, focusing on facilities for computer parts, electronic components, and broader high-tech manufacturing.

This aligns with the company’s global diversification strategy away from over-reliance on China.

Taipei, Taiwan –  Taiwan is looking to the Philippines’ planned Pax Silica hub in New Clark City in Tarlac for potential cooperation in semiconductors and artificial intelligence, as Taipei seeks a role in emerging trusted supply chains across the Indo-Pacific.

Taiwan Foreign Minister Lin Chia-lung said the proposed industrial hub could provide an opening for industrial cooperation between Taiwan and the Philippines under the US-led initiative.

“The US proposes Pax Silica to develop the trusted supply chain,” Lin said. 

“When the United States proposes the economic security zone in New Clark City, I think Taiwan and the Philippines can seek to build an industrial cooperation,” he said.

Noong 2019 kinuwestiyon pala nina Sen. Panfilo Lacson at Sen. Franklin Drilon ang panukalang batas na naglalayong bigyan ng 25-year congressional franchise ang Solar Para sa Bayan (SPSB) company, na pagmamay-ari ni Cong. Leandro Leviste, anak ni Sen. Loren Legarda. Ang issue ng mga senador ay kung legal ba o kinakailangan pa ba talaga ang prangkisang ito base sa mga kasalukuyang batas ng industriya ng kuryente dito sa Pilipinas.

According kay Sen. Lacson, "no need" na daw magbigay ng congressional franchise sa SPSB dahil ang kumpanya ay naka-focus naman sa power generation. Sa ilalim daw kasi ng Electric Power Industry Reform Act of 2001 o EPIRA law, na siyang nagsisilbing bible book ng power industry, tanging ang transmission at distribution sectors lang ang nire-require na kumuha ng prangkisa sa Kongreso. kaya ang worry ni Sen. Lacson na ang hinihinging "super franchise" ng SPSB company ay maaaring lumabag sa anti-competitive laws ng EPIRA. Gustong gusto kasing pasukin ng SPSB company ang apat na power sectors gamit ang mini at micro-grids: generation, transmission, distribution, at supply. Ayon sa batas, bawal ang cross-ownership na ito dahil iisang tao o kumpanya lang ang magkokontrol sa sa generation, transmission, distribution at supply.

Ehhh ang kaso itong si Sen. Grace Poe, na chairperson ng Senate public services committee noon. Ang defense nila ay luma na daw ang EPIRA law at hindi nito na-envision ang pagpasok ng mga bagong technology tulad ng micro-grid system noong na-ipasa ito taong 2001. lol wtf diba? Ang micro-grid daw kasi ay hindi lamang basta generation kundi kasama na rin ang transmission sa maliliit na komunidad.

Nag-raise din ng concern si Sen. Drilon dito noon tungkol sa coverage ng prangkisa. Sa Senate version daw kasi ng bill, nakalista ang mga specific na probinsya (tulad ng Batangas, Palawan, Isabela, atbp.) kung saan pwede mag-operate ang SPSB para i-electrify ang mga "unserved at underserved" na lugar. Ang problema para kay Drilon, binibigyan ng batas ng awtoridad ang Department of Energy (DOE) na i-expand ang mga areas na ito, na maaaring magbigay ng butas para lumampas ang kumpanya sa orihinal na napag-usapang teritoryo ng franchise nila.

Bakit ba dito sa Pilipinas uso ang monopolyo? Kaya panahon na talaga na papasukin ang mga foreign companies na kakalaban sa monopolyo ng mga gahamang local companies para maturuan sila ng leksyon. Imagine kung may mga Japanese, American, German, Swiss, Dutch, French, Australian, South korean, British and Canadian electric company na magnenegosyo dito sa PH. Malamang panalo ang mga consumers dahil magkakaroon ng matinding competition sa industry na to. Talo man ang gahamang local companies, panalo naman ang milyong-milyong local consumers!

INDONESIA
Indonesian media outlet Suara Indonesia reported that the "Indonesian contingent was neglected at the 2019 SEA Games" after its national polo team waited for three hours at the Ninoy International Airport for transport to their hotel.
Indonesian news site detik.com also took noticeof the unfinished Rizal Memorial Stadium, asking "why isn't the stadium fixed?"
THAILAND
Thailand's Bangkok Post reported Akira Nishino slammed SEA Games organizers for their failure to provide adequate facilities.“I would want the players to have a good environment and good perfect meal. I’m wishing the organizers can provide [that] for our team players,” Nishino said, according to Bangkok Post.

Fox Sports Asia also reported the Japanese football coach revealed his team had to train on the streets "due to the distance between their hotel and the training pitch."

SINGAPORE
Straits Times reported that the Singaporean team sent a letter to organizers, seeking "urgent and immediate attention" to issues experienced by their athletes in the Philippines, such as lack of inadequate food.

MALAYSIA
News site The Star Online reported Malaysia's football contingent manager Datuk Seri Subahan Kamal said they "would have to manage" since "some stadiums were not completed."“The dressing rooms are still under renovation. But, we have a big game against Myanmar tomorrow, and our focus is on that match. We just want a good start,” Kamal said.

CAMBODIA
Khmer Post reported that the Cambodian team was in a tragic situation where they slept, after they laid on a function area's floor for almost five hours, waiting for their respective rooms at the hotel.
Cambodian fans were suspicious this was a ploy by the Philippines since both countries' football teams were going to face off hours after their team's arrival.
Some foreign media personnel also encountered accreditation issues for the Games.

PHISGOC has apologized for the inconvenience and confusion on transportation, hotel arrangements, and other complications.

Parang after thought na lang yung Data Centers. anyway right now, the PH exports cheap, raw minerals like nickel to China for processing, making barely any profit. With Pax Silica, we can process them here, which massively boosts their value and returns. The Pax Silica initiative started because China began restricting its rare earth elements, causing global supply chain issues. In response, allied countries teamed up to secure their own supply chains and reduce dependency on China.

I also found out our nickel exports are currently valued at only around ₱92 billion. If Pax Silica succeeds, that value could skyrocket by $20 billion (around ₱1.23 trillion) because we’ll finally be processing it ourselves.
