I believe it is below the upstairs bathroom. There has been in leak in the area but it was fixed and patched years ago. Should I be worried about this and what is the best way to fix it?

I have a Ruger LCR 9 that won't open when I press the cylinder release. It moves slightly but won't release completely. No idea how it got this way or what to do.
