Why this happen with (Sharp/seam) edge work flow while baking the normal map ? Is it just a limitation ?

I am trying to make a hard surface model in blender and i need to use (Sharp/ seam ) work flow. I will bake in substance painter any way which works just fine in this situation. But i need to do alot of test bakes in blender so i make sure i don't need any tweaks after importing into substance. This only happens when and edge is marked sharp and also marked seam which is the standard. When i remove the "Sharp" form the edges it bakes fine. But with alot of gradient in the normal map... In others word when the edge is marked "sharp" the baking rays behave differently than normal causeing the low poly to bake the same details twice on different parts of the low poly especially on rounded 90° angels.
