Suggestion for Low Quality Videography (INLAND EMPIRE-like)

Budget: 60-70 USD (Solely for the Camera)

Country: Brazil

Condition: Presumably used, but could also be new.

Type of Camera: Preferably Point & Shoot

Usage Intention: Low Quality Videography.

Way of Videography: Film-making, INLAND EMPIRE Style.

Necessary Features: Video shooting.

Preferable Features: Audio Capabilities (Built-In Microphone) and Durability (wont break or malfunction easily).

Portability: Small bag or lower, won't find anything big at this price range though.

Camera considerations: Digital Vivitar Cameras (Though they're pretty unreliable).

Owned Cameras: Old Digital Vivitar Camera with missing pieces (doesn't work without them).

Notes: The planned usage for such a camera was inspired by INLAND EMPIRE by David Lynch, which was shot in a Hand-held Sony DSR-PD150 (480i), which touched me as an exuberant image, so in a attempt of recreation or becoming of such image i'm trying to acquire a camera that performs that way.

The attempt isn't shooting video that has a higher quality than what a smartphone can achieve, but to get a quality below of what standard smartphones can perform.

By research, the most probable acquisitions would be those cheap digital cameras from Vivitar, but those seem prone to having malfunctions or problems during video shooting, so i make this post to get advice and maybe a better option that would be resilient and deliver a decent low-quality image.

(MPC-HC MadVR) how can i elaborate transparent quality setup without extrinsic image tampering/enhancements (Upscaling & etc)

The question would be, how can i get the maximum quality out of a video file, without tampering with the original pixel presentation (or atleast the least tampering)

It's preferable to maintain a transparent quality (no degrading of the original video's quality) and without any tampering of the video's footage, that would produce changes to the original presentation of the video file.

Or is it necessary to use atleast some upscaling or video tampering to get an image? if so what would be the recommended amount, keeping maximum quality without tampering with extrinsic enhancements on the image?

(MPC-HC) How to enable Hardware Decoding [DXVA2 (Copy-back)] on XVid,

Viewing a video on XVid, have noticed that it's utilizing Sofware Decoding, which is not so preferable, in the settings, i can choose which Codecs will be handled with Hardware Decoding [DXVA2 (Copy-back)], but none of those Codecs available include XVid, so i've searched, and haven't found an immediate solution, so i have come to write this post.

I presume that not utilizing Hardware Decoding [DXVA2 (Copy-back)] will take a hit on the displaying video's image quality, so this is the great reason that i make this post.

GPU: RX 7600 (Gigabyte 3 Fan)
CPU: Ryzen 7 5700X

PC started to present GPU Problems, now it sometimes boots up, sometimes doesn't.

The PC that i utilize started presenting some issues a few days ago.
First the PC could boot up all the way to the windows loading screen (with the ASUS Motherboard logo), but after finishing loading up it showed a black screen with no signal (Windows had failed to boot and entered Automatic Repair before this)
I then elaborated some searches and ended up updating my graphics driver, which seemed to resolve the problem, kind of (When updating the driver, my screen started to receive no signal, usually it's for a short period, but it kept on, upon restarting it seemed to work.)
Next Day...
I Boot up a PC that i seem to utilize and it now shows an error screen:

"The VGA Card is not supported by UEFI Driver"

I've proceeded and enabled CSM, it worked, then upon assembling some searches, came upon the task of updating Graphics Card ROM/VBIOS, however there wasn't any Vbios that was further updated than mine (I Utilize a Powercolor RX6600 Fighter), so i flashed it with the same VBios, then it seemed to work fine.
Next Day (Day of this Post)...
I Boot up my pc and no signal, no loading screen with that ASUS Motherboard Logo.
Started to contemplate and something thought through me (an idea doesn't need a subject to be thought) to elaborate a post, while i was recording a video of the PC Booting up, it started making some familiar sounds, and booted up like it was functional (Though the process of booting up was slower than usual).

When it randomly boots up and i Try playing a game the screen freezes and i'm only able to get it working again after i restart a PC (I can still hear sounds while the screen is frozen, after sometime, the screen goes black) (It was observed that i continued in the game while the screen frooze, even after the screen became black).

Now i make this post because i'm pretty sure this may happen after i try to boot this PC again, and it just might not boot up after a few tries. I've tried to write in detail about the event s before the day of this post, to shine a light on details that could help create and a solve a problem out of this post. I Remain unknown of the cause to the becoming that this computer seems to take, which is why i write this post.

How can i recreate the Electricity effect from Twin Peaks

Salaam Aleikum, As the flair surely seems to indicate, i've been experimenting with Davinci Resolve, with prudence of course, and really interesting are these effects (is that the colloquially used term? please inform me) that are utilized in Twin Peaks, so much i've been trying to replicate them using Davinci Resolve! This can be quite easily replicated just by playing with the red vertical line in the timeline, but haven't and can't quite figure out on how to apply this to actual video footage, so that would be precisely the question.
