im not a car guy apologies. Bought 2014 with 106k miles. Vehicle History Report says “timing chain tensioner seal replaced” at 104k miles. is this the timing belt assembly that should be replaced every 105k miles or is it something else?

once every 20-30 times cruiser doesn’t start… any guesses why?
