Also, does anyone know why sometimes the game doesn't seem to process my movements? I crash a lot on the fountain while trying to do a trick

I will preface with I've already beaten the game and am on a NG+.
I read that Clay Flyer was missable, but I thought the 100 years ago thing happened later in the game. I am currently at the part where you're about to go to the sunken ship.
I am reading conflicting reports on how missable this enemy is. People say Shinshu 100y ago is the only place, and some say you can encounter him at the Ark after defeating the bosses.
If he is in fact missable, what save could I return to to be able to get him? I read somewhere that if I've already gone through the Moon Cave, I'm cooked. I need the wisdom of the people. TIA
