Her arresting rudo right before he uses his powers on enjin was a good thing. She essentially prevented enjin from suffering a fate worse than death, aka temporarily living knowing you will someday have your body disintegrate in a painful way.

BUT here's the catch, he's dumb as shit. He doesnt even know he can do what he does, he thinks his abillity is to manipulate the spiky things on his headband, hell he didnt even know the concept of a jinki since he lived alone in an island, and when he does discover what jinki are he thinks it's his headband. As time went on, with each user it learned things it saw, learned to understand human language even though it was unable to speak, even developed it's own emotions. The eye was like a small child, learning what it saw.
Though some of its users were not good people at all, some of them were even serial killers, people who tortured and experimented with bodies and their flesh.
It learned all of that, shaping its personality into one similar to those users of it. It was pretty much as inteligent as a human with IQ slightly above average.
One day, it managed to kill its current and last user and posess her body. (dont ask how that follows the rules of jinkis, it sounded cool) Over time it massacred many, many people, stitching parts of their body on its own, and eventually it barely looked human.
