Cub Cadet 1042

Everytime I try to start the mower it cranks but it won’t turn over.
I’ve replaced the battery, starter, the ignition coil, spark plug, fresh fuel, new fuel filter, and oil change. It has compression. No bent or broken rods. I’ve cleaned the carb.
What am I missing?

What kind of owl is this? A friend of mine saw it fall from the tree. She has an appointment in the morning for a nature rehab to take it in. No adult or nest that anyone can find.
