Making a campaign

Hi folks, I'm more a analyst and policy advisor than a strategic comms advisor but suddenly I'm tasked to create campaigns for local-level elections (mayor and city council members), who are candidates not currently in charge, and I'm out of my deep, honestly.

I'm from Chile, so most US-based campaign theory doesn't quite work here. What do I do? What do I read?

That's the question. Is there a game based in modern low level criminals? No gangsters, more like hustlers: Con-men, fraudsters, low-level white collars criminals, street drug dealer, prostitutes, thieves, thugs... you know, quite low in the criminal ladder without being scum

I'm designing a game about an urban civil war and one of its factions is about middle/upper class Average Joes/Janes who their territories are based in service economy. Progressively, their aesthetic will vary from everyday clothes to a more rugged and war-torn, but keeping that theme, with elites/top-tier units taken from corpo background but without being armed-to-the-teeth/extreme-budget mercenaries.

They ARE NOT Mad Max-ish/junkpunk aesthetic btw. That's for other faction.

What I'm looking for exactly?
