What's the consensus of this being legal as a magazine holder and definitely not being a front grip ?

I noticed a balding spot on a stray cat that comes around every evening , its on her back between shoulder blades. I can pet the cat but it goes crazy if I try to pick her up. I managed to put some peroxide on it , but wonder what caused it and what I can put on it without capturing it and taking it to a vet.
