Me, for a while it was Slade, but until I saw TMNT 2003 (which was my first introduction to TMNT), it's currently Ch'rell/Utrom Shredder.

Fire Soul Cookie is, if it wasn't obvious, the twin of Fire Spirit Cookie.

Fire Soul Cookie is like a lost soul trying to find the purpose of its very existence.

Fire Soul has heard tales of the Phoenix (the immortal bird from Greek Mythology), and has been studying its power of self-ressurection & immortality. He also considers the Phoenix his own personal God.

Btw, the only Legendary he's actually humorously scared of is Sea Fairy Cookie (Fire Spirit is only cautious of her, but Fire Soul is literally terrified of her element and not her power). Even if that fear stands, he is still more powerful than her, and thinks of her as a friend like most of the other Legendaries.
