I've beaten every Dragon Universe

I'm using character that's at level 25 and keep selecting the level 55 Bardock battle which is where I saw the vid of Cell breaking in to unlock the Cell Games

I've went into the fight and exited out dozens and times and he won't break in 🥀

Is there a certain stage I need to be on?
