Is Arngeir is weakest or strongest Greybeard?

In a recent playthrough I was thinking about how Arngeir is the only Greybeard who can talk, and when you try to interact with the others their voices create tremors in the monastery. Can he talk because his Thu’um isn’t as powerful, or does he just have greater mastery over it than the others?

This is my first build and i want to make a 1440p PC, how is my parts list?

cpu: Ryzen 7 5800x3d

gpu: RTX 5060 ti (16 gb)

ram: 32 gb corsair vengance ddr4

motherboard: B550-plus

storage: Kingston 1tb m.2 nvme

psu: be quiet! 650watt 80+ gold

cpu cooler: thermalright peerless assassin 120SE

case: Fractal design pop air rgb ATX mid tower case

I plan to try and save money by getting most of this at microcenter and using linux, but does anyone have any more suggestions about saving more money?
