If you do not have a dispel keyword, Peak value modifier does actually stack. With a dispel keyword however, they won't stack and the highest value will be the one chosen.

Value Modifier will indeed stack regardless of if the keywords are the same.

This mainly applies to things like abilities from my testing, as enchantments just stacked regardless

It's quite funky, but what I am saying is that, unless you wanna use keywords in your enchantments, which is the spell, perk, and object effect areas, you can use either Peak Value Modifier or Value Modifier interchangeably.
