Pretty sure it's a bug, but I've had some hundred or so drops of Bad Omens and not one of them has had Impact Casing. Did it lose that or something?

Been at the game for a while and haven't really run into CR (credits / silver) issues until I got to Tier 8 boats. It's a whole lotta credits to buy one and I don't really know a good way to rake 'em in without guise bonuses. Any advice?
This is legitimately all the tracking available on a package I shipped last Wednesday. It hasn't moved an inch since that same Wednesday, and this was taken today. Ground Advantage on a 3lb box.
Is a delay like this natural or am I SOL?
