Launching any .exe freezes my explorer

Tried installing couple of programs today and found that the window of explorer that it's launched in instandly feezes, even desktop (if launched from there). Only thing that seems to resolve this is restarting the process entirely.

Anyhow I can fix this issue?

Multiplayer sandbox day 1

I kept him alive after drinking 5 minibarrels of fent for like 20 minites and when spawned elder thornback for shits and giggles (it woke him up from fent slumber)

How to change a specific sound within game? Couldn't find the sound library within the files, so asking here, maybe I just missed it or it should be done other way
