How to deal with smerch firing partial payloads in a 10v10?

I matched up against an artillery spammer 4 times and each time they would go KDA and kill our entire team's artillery in the first 15 minutes. On game 4 I ended up trying to counter battery all game with no success. I watched the replay and they would move their smerches after 3-4 shots fired and with 2 smerches it almost always kills the target while allowing them to get away despite being counter batteried all game. Is it a skill issue or is this kinda broken?

Do you just leave as a DD if a pioneer is on your flank

For those who don't know Pioneer is the new-ish commonwealth cruiser with around 10km detection and a 12km radar, also having crawling smoke.

Right now the statistics say it's a very strong ship having the highest WR in all 3 servers averaging 57%. Granted some of this is probably because it's a new steel ship.

I consider myself to be decent at DDs (60% WR average) but I don't really know how to deal with a pioneer in a good position. Normal radar ships you can outspot or bait out the radar, other stealth radars like brisbane or minotaur have to put themselves in extreme danger when radaring and shooting you, but Pioneer can farm you for free when it stealth radars you. Having 12km radar is a huge denial range and 2km stealth radar means you will usually eat the entire radar duration even if you are pre kited.

I find that as a DD I simply can't sail up to even spot or torp if a Pioneer is on my flank without taking huge damage, and it's better to just leave and help somewhere else. Curious to hear what everyone's thoughts on playing and countering this ship is.
