Media Wall Shiplap

Kid has been seeing people build media walls on social media and now she potentially wants one. Media wall in this instance = a small (depth) 2x4 bump-out with an electric fireplace, mantel and TV with the sheetrock on the ceiling and back wall remaining intact.  She shows me people attaching individual shiplap boards (not sheets) directly to the bump-out framing and I’m trying to figure out code reference(s) before building dept discussion (or whether this is no bueno).  WA state, 2021 IRC with state amendments (haven’t seen any local amendments that would apply).  I can’t find anything on point.  R702.5 explicitly addresses paneling and R702.6 addresses wood shakes and shingles which I don’t think would apply .  Any help appreciated and thanks in advance.

What Is This Metal Bracket Called?

Doing work on kid's crawl. Every x' (didn't measure), there is a metal bracket the pokes out between the footer and foundation wall (bit rusted at this point). Link to pic at end. What are these? I assume the purpose is to secure the wall to the footer somehow but.. Where the brackets are located (and a bit on each side) moisture can come through during heavy rains. Joist Blocking Notching and Drilling

What rules are there, if any, regarding notching and drilling in joist blocking (not finding anything)? I'm familiar with the rules on joists and understand the purpose of the joist blocking, but blocking is a diff animal than joists. Need to run 2" ABS through the blocking in the pictured joist bay https://imgur.com/a/c1c75UA for a new vent. One of the joist bays, where they ran some water supply, has no blocking (for sure original construction). Thanks.

Help with Vent Fitting

Link to pic for primary bath venting in attic - https://imgur.com/a/bVg6FMQ . 2" from roof, inverted double san tee which branches in 1.5" to the lav and tub/shower and then continues down vertically in 2" to dry vent the WC. Want to eliminate the 2" continuation to WC at bottom of tee because it's in an interior wall we want to remove. The WC dry vent will be moved to another wall. Would prefer to keep the current venting for lav and tub/shower intact which means I need a new fitting to replace the double san tee. Would a 2x1.5x1.5 double elbow work (properly strapped) like the link at the end? 2021 UPC (WA). Venting in Attic

2" vent from roof into attic which branches in attic to vent a single lav and shower/tub (both 1.5"). 2" then continues down to vent WC. I've linked an AI pic - the branch on the right is wrong in pic and believe it's an upside down double san tee but this is the idea. Eliminating the 2" vent to WC from bottom of tee (labeled 2" MAIN VENT PIPE in pic) to take out a wall and will wet vent WC from double lavs with 2" (only DFUs on wet vent). Plan to run 2" vent for the lavs all the way replacing current 1.5" as my reading/research indicates I can't take the existing 1.5" vent to a 2x2x1.5x1.5 double tee for the new lavs where the wet vent starts (and continue in 2") but could be wrong. Would like to keep the existing 2" through roof where it's at (about middle between lav and shower/tub and avoid roof penetrations/patching). Struggling with how to replace/modify the venting in attic so that I get a 2" branch to the new lavs, 2" branch to tub/shower (reduced to 1.5") but doesn't continue vertically to WC and whether allowed (haven't found anything saying it's not but...). 2021 UPC (WA) and all ABS here.
