My OINP portal(after ITA) shows application status: submitted even without filling full application.

I got invitation under employer job offer foreign worker stream. My salary in offer letter is greater than median wage however, my current salary is less than the median wage. My employer is ready to increase my wage to match the median wage level once nominated. I just want to confirm if there will be any problem since my current wage is less than median wage?
My friend received nomination from oinp under employer job offer and his salary is less than median wage currently but his employer is ready to promote under same position with higher salary. My question is do we need to meet the median wage before submitting the oinp application or after it has been approved?

As per the oinp website we need to meet the median wage “the date that you are nominated by OINP” so does that mean once my pnp gets approved or before we submit the application to oinp?
