Do I need the bearing spacer that goes in-between the bearing in front tires on A kt196

The reason I'm straight chaining it is because the guy I got it from fucked up the original engine mount and I couldn't find a new one also I ain't paying 200 dollars for something I can make for 50 bucks and some welding wire
I am building a race mower and I can't get the old pulley off so my idea is to weld the new one on the old one
It feels like a really hard down shift when I slow down
My torque converter is engaging funny and jerks when I'm decelerating
It has a torque converter on it and has a 50 tooth sprocket i am wanting a little bit more speed but i also ride fire brakes sometimes but mainly ride dirt roads and pavement.
I have tried to do a pulley swap but I can't get the pulley of the transaxle and I'm tired of trying to get it off
