Would this be okay to house 1-2 quails?

Saw this on marketplace and thought it be neat (haven’t bought it yet). Would it be okay? Or should I go for something more horizontal?

I was thinking about making the first floor gravel with some shrubbery, and a hideaway, Adding some more planks to create more floor space for the second and third floors. And adding multiple spots for food and water.

I could put this thing on its side and fix it so it’s livable horizontally

My partner (35f) has depression and I (40m) believe mood swings or maybe she’s bipolar (undiagnosed) she goes from happy > sad > angry constantly within a span of a few hours and it can last for weeks.

She said something quite awful, the most extreme I heard her say if things, the other day. And although she apologized for it. The incident still lingers on my mind.

She said “>!Go die!<” and “>!kill yourself!<”
