my complexity limit for the corvette is 40 but I’ve seen people with 100+ how do I get it that high?

I already have a freighter, both conflict and economy scanner, I play for a good 4 hours and then I decide to try find a pirate freighter and for about 30 warps nothing happens so i look up freighter spots and all I get is 5 pirate ships. it’s not the first time either it’s been the last 4-5 days I just cannot find a pirate freighter. any ideas why?
