Is cif cream okay to use on dolls with tinsel?

I got a nefera doll from goodwill and her hair is very very gluey but she has tinsel in her hair. I want to try my best to keep the tinsel as intact as I can but I need to get this glue out 😭 is cif cream the best option for that or should I use goo gone or some other glue seepage treatment?

Who is this?

I found him at a garage sale today for $2 and didnt realize he was a beanie baby until I got home and took the overalls off to inspect his quality more closely. Hes black and white cat with green eyes and pose-able arms legs and the head turns. The tail can be moved but there's nothing to stabilize it to make it hold its shape. Ive never seen this type of beanie before but I do have a fairy bear that is pose-able. What tear is this from, name, etc, is it even real?
