Help with bunch of questions regarding ps5 upgrade

So years ago i borrowed cyberpunk from my friend on my ps4 and i recently bought another ps4 copy for myself and bought a new ps5, The game disc region was in Asia so i had to make account based on Hong kong region to get the ps5 upgrade, If i want to play the Phantom liberty dlc do i have to buy and play it on my hong kong account? Also i have old 1.6 version of my save file imported so do i need to start fresh start since the 1.6 was pretty much broken version of cyberpunk?

I thought this dealt damage based on enemy’s health percentage

Firing up witcher 3 after a while and i thought they upgraded aard that it dealt damage based on enemy’s health, now it says damage scales with enemy’s level and its dealing puny amount of damage, did they nerf this?
