This is an interesting description because it has little to do with volition as we know it IRL. Volition is basically willpower, or motivation. It has nothing to with "being a good person" or "resisting temptation". That's also how the game uses the stat mechanically, both as Morale and in white checks(all of which require... well... willpower)

However since all the "skills" are aspects of Harry's personality, we can assume this description applies to Harry specifically. I.e. to him willpower means being good to himself and others and resisting drugs and sex.

Or in other words, the pre-Martinaise Harry was a self-destructive alcoholic asshole. Which I guess shouldn't come of as a surprise.
