"Epic" is part of the loop

I'm new to the fandom, so I don't know if this is already an accepted theory. I think Hermes learned Epic from Orpheus.

Hermes: Where'd you get that melody?
Orpheus: I don't know. It came to me, as if I'd known it all along.
Hermes: You have. It's an old song, a song of love from long ago. Been a long time since I heard it, though.
Orpheus: You've heard that melody before?
Hermes: Sure.
Orpheus: Tell me more.

Hermes: Remember the tale I told you once, about the gods?
Orpheus: Which ones?
Hermes: Hades and Persephone. Remember how it used to be their love that made the world go 'round.
Orpheus: Yeah I remember now. But that was long ago.
Hermes: Tell it again, though.

Their exchange references the loop multiple times. Hermes heard the song a long time ago, when Orpheus sang it to Hades. Then Hermes sang it to Orpheus as a little boy. Epic I and Epic II are Orpheus's attempts at remembering exactly how the song went. What do you guys think?

Can't upgrade generator (bug?)

This is my first playthrough, and the game thinks I've already researched adaptive pumps AND not researched it (won't let me research the next upgrade). I assume I'm supposed to choose 'upgrade generator', but it says to do it in the central district - which is full with my research building and council building, which can't be torn down. Any help?

Decent south Decatur neighborhoods?

I currently rent in Belvedere Park area. I'm hoping to get my own place as I'm almost 40. Unfortunately the specific neighborhood I'm in is out of my price range (I'm looking for 225 and under - see map below with zillow hits ((edit - looks like I can't post a photo. Many houses in this range exist south of Memorial))). What I'm wondering is how far can I go toward Glenwood, or past Glenwood, and still be in a reasonably safe working class neighborhood? Which of these neighborhoods should I avoid? I'm not looking for pearl-clutching amounts of safety, just safe for your average person living there. Thanks!
