https://www.kathmanduandbeyond.com/monument-latvian-red-riflemen-daugavpils-latvia/
Information about the statute from the source:

Architects: Valdis Kalniņš (architect) and Indulis Folkmaņis (sculptor)

Alternative name: Monument to the Defenders of the City in 1919

Genre: War memorial, Soviet monument, former USSR

Situated near the confluence of the Daugava and Laucesa rivers, the monument was unveiled on 5th July 1975 as part of the celebrations to mark the 700th anniversary of the city of Daugavpils. The site for the 7-metre-high monument was chosen because it was here that one of the bloodiest battles of the Latvian War of Independence (1918-1920) took place on 27/28th September 1919.

Latvian sculptor, Indulis Folkmaņis was also responsible for the Memorial to the Great Patriotic War (World War II) in the centre of Daugavpils.
