In the 1930s. Men were demanding that toplessness should be legal, in order for them to properly swim, due to their uncomfortable swim suits at the time. The court then decided to make toplessness legal for men at public.
In the U.S. Each state has their own law regarding female toplessness.
Fast forward today. Male toplessness is illegal at places with their own dress code.
Seeing public toplessness can act like a sudden stress trigger for the brain. It activates the body’s stress system (the hypothalamic-pituitary-adrenal axis), which signals the adrenal glands to release more cortisol, a stress hormone, into the blood. When cortisol levels get too high, it can disrupt the body’s normal balance and trigger a fight-or-flight response, leading to physical alertness and feelings of strong psychological stress or discomfort.
In other words, seeing toplessness can cause people to be distressed.
Should we ban toplessness in public spaces for everyone again ?
