Gaming PC Build for 220k

Hello, im asking for a friend who needs a gaming pc / pc for engineering for around 220k, his requirements necessarily would be a i7 or ryzen 7 cpu with 32 gigs of ram (tough situation i know, genuinely tried regulating the budget myself and struggled), he could increase the budget a bit so some help would be super helpful

Hello, im a student following the edexcel curriculum and i'll be done with my studies overall by next year hopefully, i'm planning on going down the biomedical path but im not really well-advised on the topic of universities here that provide an internationally recognized certificate, what are some institutes that do provide one? Also, im still open to other possible career paths so if you have information you'd like to pass down related to that, that would be much appreciated

I'm doing Biology, Chemistry, Physics and Maths as my 4 selected subjects

Basically, the title, ill be hopefully pairing it with my i5 4440 and 8 gigs of ram for the time being but ill try upgrading to 16 gigs, i want to know if it would perform at 1080p in games like valorant, cs2, minecraft and FC26 or 720p if needed.

Also, furthermore, would it be able to output 4k video (for movies in the foreseeable future)
