Why are there 11,590 dots though? There is one green and the rest are red.

The red dots are supposed to represent legitimate and the single green is fraud. How do they fit with the numbers up top?
Edit: Basically how does the green to red dots ratio match the legitimate to fraud ratio? Shouldn't there be less green depicted?

Red dots = legitimate votes cast over 40 years. Green dot = actual caught fraud.
