Question regarding "message not sent, user offline"

I reached out to someone I haven't talked to in over 6 months. I sent a text through RCS but it says "message not sent __ is offline". What is the likelihood they will actually get the message? I'm not sure if it's still their phone number. Is there a possibility the number is not connected or does the person just not have data/Internet connection. I'm feeling a bit nervous. TIA.

Looking for small town vibes

I live in a somewhat bigger city in Washington, but I'm temporarily staying in Valdez, Alaska. I like the small town vibes and walkable city, but it is very isolated and the winters are harsh. I really dislike where I live in Washington. I don't feel safe going out alone, it's too big for me, and it's just too many people.

I'm looking for a town with peaceful small town vibes and my priorities are: mild weather, walkable, small (less than 10,000 people), within a couple hours of a decent sized city, but still safe and comfortable for a mixed race couple.

Do you need a library card in order to print at the library?

I need to print out some information for an upcoming flight, but I don't have a printer or a library card. Does either the Tacoma Public LIbrary or Pierce County LIbrary allow printing without a library card?
