Places with lots of quests?

I like doing quests in EQ. Even if they don't give good experience or gear, even if they're kind of tedious to complete, even if they may require some long travel distance--if they give insight and info to the lore and/or characters, I usually like to do them.

I've played some regular EQ before on a free account, so most of my experience is in Crescent Reach, Blightfire Moors, and Goru'kar Mesa where quest-givers tend to be explicitly labeled. Going into Legends, I knew that the classic zones worked differently with no labels or quest log or anything like that. So when I started with my wood elf in Kelethin, I ran around trying to talk to NPCs to see who has quests--mostly in Kelethin but also some in Felwithe. Maybe I've just missed them somehow, but it seems like almost no NPCs in these cities have any quests when you talk to them. They either say nothing, or they just have flavor text dialogue. I thought maybe that classic EQ just has way less quests in general than I assumed and decided to focus on leveling.

Then I hit level 15 and got a port to Surefall Glade. I wasn't sure where that was, so I used it out of curiosity. Then I got there, and, at least comparatively, it seems like there are so many more quests in and around Qeynos.

So, tldr, I wanted to ask people with more experience in these classic regions what parts of the world have the largest amount of quests, particularly ones that focus on the lore and characters of Norrath?

I redid the Audaghaim questline today. This is one of the most memorable storylines in Southern Mirkwood for me.
