Ratsit, Hitta, MrKoll and the others hold a publishing certificate (utgivningsbevis), which gives them the same constitutional protection as a newspaper. That's why they've said the GDPR doesn't apply to what they publish.

In July, that changed a little. The EU Court ruled that a publishing certificate doesn't by itself exempt a site from the GDPR. The case was about Lexbase, and whether the same applies to sites that show addresses and phone numbers hasn't been tested yet.

Sweden's data protection authority, IMY, is now investigating MrKoll and Upplysning, among others, but hasn't said when it will finish. Meanwhile, it doesn't investigate individual complaints about them. The government isn't changing the constitution for now. Instead, it will look into regulating the sites through ordinary law.

So for now, you remove yourself, site by site. It's free and takes about 20 minutes with BankID, and every site I tried removed me. Without BankID it works too, through customer service, email or a form. It just takes longer.

Your details stay on record at Skatteverket, of course, and anyone can still call or write to them and ask for them. But Skatteverket doesn't put them online. The sites do.

Some sites for removing your data are owned by the same owner who publishes the data.

Yesterday (30 September) UHR published its final report on the citizenship test (medborgarskapsprovet), and Migrationsverket posted a news item about it. Short version: the Swedish language test will probably come years later than planned. Here's what the report actually says. Sources at the bottom.

What UHR recommends

• The reading and listening test in Swedish (step 2) should start in autumn 2029. The current deadline is 1 October 2027.
• The speaking and writing test (step 3) is possible in 2030 at the earliest.
• The Swedish test should be digital from the start. The civics test stays on paper for now.

Why

• Stockholm University, which develops the Swedish test, can deliver the reading and listening parts on 1 October 2028 at the earliest, and UHR calls even that timeline "mycket optimistisk" (very optimistic).
• UHR doesn't expect a digital test platform before the end of 2027, and the universities say they need about two years after that to build digital tests.

Not decided yet

• This is a recommendation. The government decides when the Swedish test starts.
• UHR also says that law changes already set to take effect in 2027 may need adjusting.

What doesn't change

• The language requirement already applies, since 6 June 2026, to applicants aged 16 to 66. Until there's a test, Migrationsverket lists these ways to show your Swedish:
  • a passing grade in Swedish or Swedish as a second language from compulsory school
  • passing grades from upper secondary school or folk high school
  • passing grades from komvux
  • a passing grade in the highest SFI course (course D)
  • passing grades from a school system in another Nordic country
  • a TISUS result
  • a result from another Swedish test that shows, with a high degree of certainty, that your Swedish is at a functional level
• The civics test is not affected and continues as planned.

Background

The government originally wanted the Swedish test ready by August 2026. In February it moved the deadline for the reading and listening part to 1 October 2027, after Stockholm University said it couldn't make it in time. In its interim report a year ago, UHR had already suggested autumn 2028.

So if you're planning to apply in the next few years, plan on showing your Swedish with grades or TISUS.

The 2 000 kr figure has been circulating on third-party sites for months with nothing behind it. It is now in the regulation: Förordning (2026:451) om medborgarskapsprov, 6 §, as amended by 2026:1194.

>Den som ska delta i ett medborgarskapsprov ska betala en avgift till Universitets- och högskolerådet om 2 000 kronor.

(Anyone who is to take a citizenship test shall pay a fee of 2 000 kronor to UHR.)

What the regulation settles

• 2 000 kr, paid to UHR.
• It applies to tests held from 2027. The transitional provision is explicit, so the 15 August 2026 sitting was never in scope.
• One exemption, and it is narrow. 6 § second paragraph: it does not apply to someone who is stateless and has been granted refugee status or a travel document by a Swedish authority. Both conditions, not either.
• This is separate from the application fee. Migrationsverket charges 2 900 kr for an adult citizenship application. Different agency, different process, two payments.

What is still not settled

None of this is in the regulation, and UHR has not published it:

• How and when you pay, and whether it is due at registration.
• Whether the fee is refunded if you withdraw, or if you are ill on the day.
• What a resit costs. The regulation says the person who is to take a test shall pay the fee. It does not say what a second attempt costs. Read literally that is 2 000 kr each time, but nobody has confirmed it.
• When the next test is, or when registration opens.

UHR's own page still says "Information om anmälningsavgift kommer" (information about the registration fee is coming). So if you look there and find nothing, you are not missing a page. The regulation is simply ahead of their website.

Useful extra from the same regulation

2 § lists the eleven areas the test may cover:

That is the legal boundary of what the test is allowed to be about. Worth knowing it is not a table of contents for the official study material: that has 13 chapters, these are 11 areas, and they do not map one to one. Climate and environment is the one people tend not to expect.

Om två veckor, den 15 augusti, skrivs Sveriges första medborgarskapsprov. Efter en tråd här blev jag nyfiken på hur folk faktiskt skulle klara sig, så jag byggde ett anonymt övningstest: 10 slumpade frågor i provets stil (fyra svarsalternativ, ett rätt), baserade på UHR:s kostnadsfria studiematerial. Som blindtest: inga rätta svar visas förrän man lämnat in, precis som på riktigt.

Nu har de första 51 gjort det. Så här gick det:

Snitt: 6,7 av 10 (median 7). 29 av 51 fick 7 rätt eller mer. Snittid: 3 minuter 20 sekunder av 15 tillåtna.

Det intressanta är mönstret. Scenariofrågorna, de som testar om man förstår hur Sverige fungerar, går bra:

• Offentlighetsprincipen: 95 % rätt
• Källkritik i sociala medier: 93 % rätt
• Yttrandefrihet (får man kritisera regeringen?): 85 % rätt
• Demonstrationsfrihet: 84 % rätt

Men årtal och siffror går betydligt sämre:

• Vilket år 6 juni blev allmän helgdag: 31 % rätt
• Normalskattesatsen för moms: 33 % rätt
• När barnkonventionen blev svensk lag: 35 % rätt
• När kyrkan skildes från staten: 40 % rätt

Med andra ord: folk verkar förstå samhället bättre än de kan rabbla årtal. Frågan är vad provet egentligen borde mäta.

Emailed UHR (they run medborgarskapsprovet) asking what happens if you fail, specifically how many retakes are allowed and if there's a waiting period between attempts.
