Anyone have any advice on how to fix this piece of rubber dangling from my sunroof? It doesn’t leak or anything it’s just annoying because I have to push it up every time I close the sunroof cover.

Hi, I've been wanting to put a roof rack/rails on my 2015 Toyota Avalon and was wondering if anyone has done this and if they have recommendations of specific products since this car does have a "naked roof"? Would appreciate any insight.
Just my luck. I recently bought a 2024 Tesla Model 3 Performance with the permanent self driving package, and today I got rear-ended while driving on the highway in Maryland.
The other driver took off after the accident, but I was able to get their license plate number. The damage doesn't look catastrophic, but I'm pretty annoyed considering I just got the car and specifically paid extra to get one with full self driving.
A few questions:
What's the proper order of steps here?
Should I file a police report first or contact Tesla Insurance (or my insurance) first?
I have saved the footage of it happening.
Has anyone dealt with a hit-and-run where they had the other driver's plate number?
I'm planning to report it regardless, but I've never been in a situation like this before. Any advice from people who've gone through something similar would be appreciated.
