When redeeming an I-Bond by mail, Form 1522 doesn't say or recommend it be sent Certified or Registered mail, so is it safe to send via regular USPS mail?

I'm considering a 2019 Mini convertible in Pepper White with malt brown interior and a Union Jack roof. The only thing about the car that isn't "me" are the plain black bonnet stripes. The image I'm going for is "traditional, older adult classic," and, to me, bonnet stripes yield a sportier, more aggressive, more bold, more fun, more youthful look. I can have them removed, but, knowing the car is 7 years old, what are the chances that I will be able to see a ghost stripe effect, where the paint underneath is brighter or different in color compared to the sun-faded surrounding hood? Of course the car shop who would do the removal cannot guarantee the outcome. So what do I do? Learn to love bonnet stripes, or take a chance on having them removed? All opinions and past experiences welcome!
Anyone got a recommendation for a mobile mechanic to do a pre-purchase inspection for a used Mini at a Wichita dealership?
Sorry if my terminology is incorrect, but I'm thinking about buying a used 2022 Mini with these dirty looking tentacle spoke wheels and would like to know if what I see is brake dust, or rust, in the lug holes. And whatever it is, is it fixable/cleanable?
