In conclusion this is what I think is happening:
I don't think he has anything to do with Gapryong death, reason he wants everyone who knows the truth gone is because he probably wants James to be fully clean when he joins him, that's why James said he didn't care but certain person wanted them gone, James doens't worries about this Assemblyman just wants them gone, so james won't have any dirt on him.

I think what's gonna happen is James will fully join Yongho party and gain a lot of political power, he will amke Kitae king of darkness than he will usurp Yongho party leader position and become fully king of the light himself. So Kitae+James together will achieve their goal and become King of Korea, but that's it, they will be King of Korea nothing more. Than they will do whatever they want but eventually they will be defeated and Kitae will be usurped by Samuel who will become King of the whole underworld(he says world but he is talking about mafia so he probably means underword) and charles choi with his second body will usurp James and become King of the light, king of the world.
I think James and Kitae are just placeholders, so story can continue before Samuel becomes stronger and Charles returns.
Also which one will happen? or will both happen?
