[NM] Should I contact HR for a walk-out?

When I came in for work, the dispensers were going off, so I replaced 6/8 empty bibs before counting in and 20 minutes into the shift my coworker (assistant manager) starts counting out even though they still have 2 hours left. As they are leaving after clocking out, I asked why she was leaving early and that their not scheduled to leave till X:00. They just said, "I can do what I want," and left.

I texted my manager about it, and all they said was, "The moment you guys clocked in, I need you to open up the register this is not a request." And " replacing bib, check the pumps, make sure it's connected guys, it's pointless if it's not." (When the bibs go off, the other shifts just unplug the air instead of replacing them.)

My manager sweeps up a lot under the rug ( chronic lateness, frequent call outs, other shifts not doing key daily tasks to be on their phone, leaving cardboard, dirty rags, go backs around everyday, and not following important instructions)

I'm hoping that making a meeting with HR, my SM, her boss, and my other co worker ( assistant manager) and bring up all of these topics will create permanent solutions (when things are brought up, they only fix their behavior for 3 days before continuing the problems that were just brought up.
