Flueoxetine

I have been diagnosed with panic disorder. My doctor switched me from 20 mg of escitalopram to 20 mg of fluoxetine along with 10 mg of propanolol and 0.25 mg of clonazepam(2 weeks). Its been 10 days of switching.. But i have been having mild panic attacks more frequently.. Is this normal or when does fluoxetine starts to work completely?

I took medicine for panic disorder (SSRI's) escitalopram for 2 years. And then my psychiatrist told me not to take it anymore. I also stopped taking it. I didn't feel anything for about 2 years. And then the attacks started coming again, so I went to see my psychiatrist. I started taking escitalopram again. I took it for about 3 years. My psychiatrist told me not to take it anymore. Now I started having panic attacks again. I don't know what to do, no matter how much medicine I take, the attacks stop, and after I stop taking the medicine, the attacks start coming again. Whenever I do heavy exercise like, playing football, running etc, I start having attacks. Should I start taking the medicine again, or should I keep taking the medicine?
