CPU Cooler Tuning

So In Bios There are three option to choose for cpu cooler tuning 1- Intel Default (65W), 2- Msi Performance (135W) and 3- Msi Unlimited (135W) should i stick with intel default or change it to something else my CPU is Intel I5 12400f

Texture Flickering Black

So i have been recently having this issue where in almost every game i see at some locations texture flickering like this as i have shown in this video what could be the cause of it and how can i fix it.

My PC Specs :-

RTX 4060

intel i5 12400f

16gb ddr5 ram

1tb nvme ssd
