Have i been scammed?

I ordered mystery jewellery jars before and had no issues. In the description they say if the jar i get will be different but simialr vibe etc. But this one did not. Even in her messages she backed up that she sold me what was in the picture. I was very excited because i bought this jar SPECIFICALLY for 2 of the necklaces that were advertised at the front of the jar. I guess they were the only pretty ones because she seemed to have kept them. The rest of the jewellery that i got was either not the style described and one earring from a pair.
The earrings at the front of the jar were also not inside the jar.
Now i am really frustrated because this seller kept the good jewellery and is making out that it was in the jar and almost like I am the one scamming her? It feels like i've been gaslit. She only had a few reviews and they seemed positive.
I called Ebay about the situation and they refunded me and the seller also kept their money.
Was she hoping i would be happy with the jewellery? Was she hoping i wouldn't notice? Was she hopinbg i would call ebay and we both keep our money?
Has this happened to anyone else? I have heard stories about sellers recieving parcels from Whatnot and then pretending it was empty. (I would never do this). I am a seller myself.
