I'm playing Esthil and keep constantly getting these "refugee fleeing war" events despite not being in a war, and not having any war exhaustion or overextension. Anyone know how to stop it, it keeps stealing my development.
Playing the bugs and got hit with the love system, where it's telling me to disband until the budget is under control, but even after reducing the entire force to a single reserve division lended by a puppet I'm still burning through cash and it says I'm over cap.
What am I doing wrong here?
I spent a good hour kicking out the servants and getting all of Russia's fragments in a federation, only to realize they're ALL hostile claims except for one. Even after raising democracy to account for that.
Is there something I'm missing? Or a way to get them to normal claims so the "enlightened" Academy doesn't have to turn into war mongers day 1?
