The rough lore idea for this is that these people were religious zealots devoted to Sigmar, who threw themselves into battle hoping to be chosen and remade as Stormcast.
When none of their fallen brethren were chosen they grew disillusioned and turned to Chaos who did reward their devotion. Now they hunt Stormcast specifically, hence the stolen helmets and weapons.
