I did this ladder a few weeks ago and had to literally wipe the sweat off my palms.
Go early! Be there for when the park opens. Towers 14 to 6, the towers between the cable cars get very busy 11am and onwards. It is steep but I think it is worth going up to tower 23, there is a lovely couple selling medals and they will etch your name onto them. There is also water and other drinks for sale around Tower 17. The tobaganon going down is cute but pretty slow, if the line is super long I would skip it, there isn't much of a view.
