Just got a call from a Kaiser Permanente number but the guy was talking in Chinese

I just got call on my phone from a Kaiser Permanente phone number. The guys was speaking in Chinese. I told him I don't speak Chinese. Is this a scam? Did they spoof the Kaiser number? if it is, callers beware.

Can someone help me understand what’s broken on my garage door.

I want to make sure I know what’s wrong when contacting a technician to get a quote. I don’t want to be surprised when he told me that there’s something wrong with other parts that I’m not aware of. Hopefully someone can explain this in a way a non mechanical person would understand. Thank you!
